Adding a new User Snippet Folder, creates a new node in the Snippet Explorer. This does not create a new Intellisense Snippet location in Visual Studio. If you would like your User Snippet Folder to be accessible to Visual Studio then you will have to follow the procedure documented here: Code Snippet Manager. To create a new User Snippet Folder, right click inside the Snippet Explorer.

You are then prompted to select a folder to add to the Snippet Explorer.

After adding the new User Snippet Folder, you may change the display name of the folder by right clicking and selecting Rename.

You will then be able to rename your User Snippet Folder.
